Shelley is the shipwright and shopkeeper at the Shipwright Shop on Ancient Spire Outpost.
Shelley seems to very much dislike her profession and all other Shipwrights.

Not much. Can't be bothered to visit them.
One's got a stupid ridge on it. Another says it's hollow but it isn't. Even heard that some idiot had crashed their ship inside one.
