Emissary Licences are special purchases in Sea of Thieves that unlock the player's ability to initiate the voting process for raising Emissary Flags to their ship, and sail as a Trading Company Emissary. Only one player per crew is required to have purchased a licence from a Company Shop in order to begin a vote at the Company's Emissary Table to raise flag, provided that the crew's ship is nearby.

Mechanics

In order to be able to raise an Emissary Flag, a player must first own an Emissary Licence, costing 20,000 Gold (free for Guilds) and requiring at least level 15 for most Trading Companies except Athena's Fortune which requires Pirate Legend and the Reaper's Bones which have no level requirements for purchase. Once a licence is purchased, the player may vote to raise the Emissary Flag at the Company's Emissary Table when their ship is nearby. Only one player in a crew is required to own a licence in order to begin a vote for the crew at the Emissary Table. A crew can only represent one Company at a time. An Emissary status, Flag and Grade progress can be lost by being sunk or scuttling the ship.

Once a crew has voted to represent a Trading Company as an Emissary, the Emissary Flags will be hoisted. A ship will have two Emissary Flags, a large flag at the rear of the ship and a pennant at the top-most point of the main mast, above where regular Flags are equipped. These two flags change to represent the current Emissary Grade of a crew as they complete tasks for the Trading Company. The pennant atop the main mast will also grow in size with each grade, making it increasingly visible to other ships at sea. When an Emissary ship is viewed with a Spyglass, a short tune will play to indicate an Emissary ship has been spotted.

As crews progress into higher Grades, the Emissary Flag will become valuable as Company Representatives will reward the crew with gold and Reputation when they vote to lower any Emissary Flag higher than Grade 1. Other crews will take interest in another crew's Emissary Flag as when an Emissary Ship sinks, the Graded Broken Emissary Flag can be sold by another crew to The Servant of the Flame on The Reaper's Hideout for Reaper's Bones Reputation and gold with values depending on the Grade. If the Flag is sold by the crew who lost it, they will only gain a mere Gold.

A ship sailing with the Reaper's Bones Emissary Flag will be marked on the Map Table for all crews to see, similar to the Flag Of The Reaper's Mark. At Reaper's Bones Emissary Grade V, the ship's crew can see shadows of all other Company Emissary ships on the Map Table.
