Captain Kate Capsize is an NPC found stationed outside the Capsize Charters tent at every Outpost. She offers Tall Tales from Sea of Thieves: The Legend of Monkey Island.
She is a character that originates from the Monkey Island series of video games.
Lore
Monkey Island 2: LeChuck's Revenge
Some point prior to the events of the game, Kate embarked on a voyage to find the lost treasure of Big Whoop, eventually not finding it and setting up her business, Capsize Charters, on Booty Island with her glass-bottomed boat as transport for the services. Guybrush Threepwood, on his own search for Big Whoop, would later purchase a charter from Kate to find the wreck of The Mad Monkey; an infamous shipwreck with a prized figurehead that Guybrush would steal the head of. Guybrush would also frame her on Phatt Island for his own crimes, landing Kate in prison and depriving her of her belongings. Whether Guybrush chooses to free her or not, she was unaware that it was him who framed her and she continued to run her chartering services.
A Pirate's Life
After an unknown amount of time after LeChuck’s Revenge, Kate realized it was Guybrush who framed her and swore her vengeance. She sold her glass-bottomed boat and shored up the Mad Monkey, which was still missing its head. After meeting with Governor Phatt and learning that Guybrush and Elaine had set off for the Sea of Thieves for their honeymoon, Kate assembled a crew to man the newly renamed Headless Monkey. Although she closely trailed the newlywed couple, she never found Guybrush and, through unknown means, died and ended up at Sailor's Grave, wrecking The Headless Monkey for the second time. Through her own memories in the Sea of the Damned, her glass-bottomed boat manifested and she set out to find a way back to the living world.
The Legend of Monkey Island
Some time later, still in the Sea of the Damned, Kate found herself on the shores of Mêlée Island. Reignited with her vengeance, she attempted to make her way to Guybrush in the Governor's Mansion, but was stopped by patrolling members of LeChuck’s crew. She shortly thereafter was rescued by the Pirate Lord, who himself was seeking Guybrush and Elaine after they never arrived to the Sea of Thieves. The two agree to work together to save Guybrush from LeChuck's prison so long as Kate can enact her revenge. She reinstated Capsize Charters on the Outposts with the purpose of recruiting pirates to rescue Guybrush.
After the truth is revealed about the validity of this version of Mêlée Island and Guybrush was freed from his façade, Kate and the Pirate Lord began their own plans to help pirates and Guybrush take down LeChuck. She returned to Mêlée Island and ran into Elaine, who was also trying to reach Guybrush. The two headed to Stan's Previously Owned Vessels and reclaimed a memory version of The Headless Monkey to sail to Monkey Island, with the instructions on how to reach it left on Guybrush’s desk.
Kate and Elaine sailed into the catacombs below Monkey Island and retrieved Guybrush, who anxiously realized why Kate was there in the first place. She then lent The Headless Monkey to pirates to chase down LeChuck’s ship and attempt to stop his plans, only to allow him to complete the Burning Blade and kidnap Guybrush and Elaine.
After being sent back to Mêlée Island by Corina, she plotted how to stop LeChuck as pirates storm the church. She crashed through the stained glass window with several monkeys just in time to stop the ceremony, allowing pirates to finish off LeChuck. After LeChuck is defeated, Kate opted to not fulfill her vendetta and let Guybrush go free, returning with the Pirate Lord to the Sea of Thieves.

Now if that's all you wanted to say, can you go and bother somebody else? I still have a lot of work to do here.
I tried setting up over at the docks, but those arrogant Merchants wouldn't give me as much as a second glance. So I'm improvising.
It doesn't help that I'm missing a ship of my own right now. Even my glass-bottomed boat would be a start, but I had to leave it behind.
At first I thought maybe I could just steal a new ship, but the merfolk here have an annoying habit of bringing the original owners right to you.
Oh well. One problem at a time...
But mostly because I'm actually here hunting for someone. Someone who framed me and oh-so-nearly got away with it.
He's in a world of trouble as it is, but one day, his chin is going to apologise repeatedly to my knuckles for what happened to me.
Not that I can actually catch up to him without a ship of my own. But by setting up here, I can make inquiries with passing pirates.
Sooner or later I'll find someone who's willing to go and find him for me. I just have to be patient.
Where I come from, most pirates have retired or moved into other lines of work. A few of them even ran for office!
You wouldn't find many crews willing to spill their grog battling a Megalodon, or try cutting a swathe through a Fort full of Phantoms.
I swear, though, the next pirate who tries to buy my hat will be carrying their teeth home in a jar.
