Belle is an NPC who offers the Blessing of Athena's Fortune to players in the Guardians of fortune area at Athena's Fortune Hideout. She is also the primary instructor for most Adventures.

She was first introduced in early promotional material for Sea of Thieves before later being added to the game for Shrouded Islands. Little is known about her character, aside from her having strong ties to the Sea of the Damned and an inferred history with the Pirate Lord as the two are shown to be on first-name terms.

Official Description

The ageless Belle has spent countless decades navigating the ethereal waters of the Sea of the Damned atop her buoy, and has gained knowledge of this realm eclipsing even that of the Pirate Lord. As such, her appearances on the Sea of Thieves have been limited, giving rise to many legends over the years.

Now that the living are making more frequent incursions into her domain, Belle has been forced to detach herself from the shadows and take an active stance against Flameheart. The sheer wealth of Belle’s experience can sometimes make her inscrutable to the pirates she takes under her wing, but there's no doubt that this Legend of the Deep is a powerful ally. [1]

Lore

Shrouded Islands

During Shrouded Islands, Belle was introduced as a character to aid in players' investigation of the recently Shrouded islands. Players could locate her during the Adventure by following her Mysterious Compass found within the Golden Sands tavern to either Crescent Isle, Devil's Ridge, or Marauder's Arch.

Forts of the Forgotten

Belle returns again for Forts of the Forgotten, this time at the Golden Sands Outpost, sharing what she learned about the Sea Forts and their purpose. The inhabitants of Golden Sands have been taken captive within the dungeons of these Forts and Belle presses players to rescue them from their unknown but likely terrible fate. The player has to clear one fort in each region, free its captives and retrieve the Enchantment Vessels held within.

The Shrouded Deep

In The Shrouded Deep, Belle recruits Merrick, summoner of Megalodons, to help summon the elusive Shrouded Ghost and retrieve the Veil of the Ancients before Flameheart does. With the help of other crews to find and kill 4 other megalodons for their souls to summon the pale megalodon, they managed to slay the pale beast, with a little help from Pendragon. However, the veil is missing the veil stones, so Pendragon brings the veil to the Pirate Lord for safekeeping, while Merrick plans to help rebuild Golden Sands Outpost.

Legend of the Veil

During the Haunted Island modules of the Legend of the Veil voyage, Belle assists in searching for the Veil Stone by lending pirates an Enchanted Lantern to help them search for several hidden Braziers to light.

The Forsaken Hunter

Belle returns in The Forsaken Hunter, seeking to know who murdered Merrick. She gives pirates her lantern and the Assailant's Tattered Journal to help search for clues. After the journal is restored and returned to Belle, she instructs the crew to meet at The Glorious Sea Dog Tavern to confront the assailant. Once there, the assailant reveals to be Amaranta, who has joined the Dark Brethren to extract secrets from Merrick. Amaranta escapes into the Sea of the Damned with her magical sceptre before Belle could apprehend her. Even after the reveal that Merrick is kept captive, Belle assures that this is far from over.

So far he has managed to manipulate all of us - Ramsey, Arthur. Even me!
His cunning is as boundless as his callousness.
There are evils that must be fought, and his is undoubtedly chief among them.

So what can I do?

You've proven yourself to be dependable. We need those we can rely on. Now more than ever.
Keep doing what you're doing. Take the battle to Flameheart and his Servants of the Flame.
Do that and you'll fight your way up to the very top of the Guardians of Fortune.
And even then, you can always do more. This isn't over yet!

I imagine it must - and yet, if you were to brave The Reaper's Hideout, I have no doubt you would see something very similar. But make no mistake, we are in deadly opposition.
The Time of Resurrection is at hand, and the Reapers are working to draw Captain Flameheart's spirit from the Sea of the Damned, returning it to his waiting body.
If they succeed, the most ruthless and dangerous Skeleton Lord ever to threaten the Sea of Thieves will be reborn, more determined than ever to complete his conquest.
Our plan was to summon Flameheart overselves, that we might imprison his spirit and seal it away for good. That is why poor Arthur has placed himself in such peril.
If we should fail, his soul will be cast into the void intended for Flameheart, and he will be lost to us - perhaps forever. All I can do now is stand guard...

How does this ritual work?

The veil between worlds is currently weakened - fragile enough that the power of Dark Relics can draw a spirit completely from the Sea of the Damned.
Such spirits, however, require a suitable vessel. The Reapers intend to use Flameheart's restored body. As you can see, we have a different destination in mind.
The Bewitching Dolls we need are found at places of power - Flameheart's Sea Forts. The more of those we control, the more powerful the Relics we recover will be!
Moreover, Soulflame Captains are following in Flameheart's wake like fish trailing a shark. We can use their energies to enchant the Dolls, further empowering them.
Of course, the Reapers wish to control the Sea Forts and claim its contents for their own ritual. We are embroiling in a tug of war - one with lives on the line...

What should I be looking for?

There is much to be mindful of. Contested Sea Forts, unclaimed Bewitching Dolls and, if you are fortunate, you may be able to locate a Soulflame Captain...

Tell me about the contested Sea Forts.

There are six in total, and each can be claimed for our cause by defeating any Phantoms that dwell within, then raising our flag using the flagpole atop the fort.
Naturally, flags that fly the crest of The Reaper's Bones must first be lowered before ours can take its place.
Even if you do not possess a flag of ours to raise, I would encourage you to lower any Reaper flags you spy atop the Forts. Doing so will lessen the power of their Dark Relics.
If you amass a good number of Bewitching Dolls, it may be wise to claim as many Sea Forts as possible before returning them to me.
Once a Sea Fort falls under our control, our Ancient Allies will work to defend it from The Reapers. Even so, we will not be able to keep a fort indefinitely, so speed will be essential.

Tell me about the Bewitching Dolls.

Each Sea Fort has a treasury at its lowest level, and the Phantoms will certainly have stored a Bewitching Doll safely inside.
To access the treasures within, you'll need to claim the Treasury Key by defeating the Captain of the Fortress, but are unlikely to show themselves until their ranks are thinned.
However, it may well be that additional Bewitching Dolls have been stored in other parts of the Sea Fort and forgotten in the heat of battle.
The more Dolls you can bring me, the better our chances. Of course, you may also find them aboard the ships of our enemies, ripe for the taking...

Tell me about the Soulflame Captains.

Hmm... I am almost loathe to consider them as part of our plan, for their presence on the waves is by no means guaranteed.
Sooner or later, however, you should expect to encounter one lurking within a Sea Fort, drawn to the six points of power by the chaos of battle.
They will doubtlessly prove to be a formidable foe, but if you can defeat one, their energies will greatly increase the power of a Bewitching Doll.
If you were to bring me an Enchanted Bewitching Doll it would greatly aid me - but I appreciate that that is no easy task. An Enchanted Doll while all six Sea Forts were under our control would be a truly remarkable boon.
All I ask is that you do everything within your means to help us. If we do not fight, we are doomed to fail.

The more Sea Forts we seize, the stronger those Relics will become.
Flameheart's son is even more tenacious than I imagined - but something is happening which he did not expect.
Soulflame Captains are being drawn from the Sea of the Damned in Flameheart's wake.
If you can destroy one and bind their soul to a Dark Relic, it will greatly increase its power, and our chances.
Fly our flag at as many Sea Forts as possible, enchant the Dolls if you can, but above all, bring those Dark Relics to me!
I know this will be dangerous, but we must try. If we fail, the loss of Pendragon will only be the beginning...

I have been continuing my research into the Time of Resurrection. I still believe this is when Flameheart's followers intent to bring about their master's revival.
The Ancient prophecy is very clear: Flameheart's return shall be preceded by the arrival of a harbinger - the Herald of the Flame.
Everything I've learned here suggests that this Herald is actually Stitcher Jim, and the calming of the Devil's Roar suggests his time is at hand.
And yet, Larinna says Jim fled after Flameheart betrayed him. I don't believe he ever came back here, nor has he been spotted on the seas since then.
We cannot afford to pursue the wrong man, or the true Herald may slip through our fingers. That is why I am asking for your help...

What is this place exactly?

You might call it an abandoned rat's nest. Or to put it more bluntly: this was the lair of Stitcher Jim during his time serving Flameheart.
When I arrived, it had clearly been abandoned for some time, but I found plenty of material relating to an Ancient prophecy, likely penned by Jim himself.
It must have been part of the Warsmith's larger plan. Construct The Reaper's Hideout, release Flameheart's spirit and prepare Jim for his unwitting role as Herald.
It's curious, though... From what Arthur has told me, Flameheart's remains were shattered when his spirit was unleashed - sundered by the Sword of Souls.
Without an intact body, let alone his Herald, there should be no way for Flameheart to reclaim his physical form... Clearly, I have much more to uncover.

The Ancient prophecy was quite clear. The Herald of the Flame shall rise, to pave the way for Flameheart's rebirth.
Even so, we cannot afford to make mistakes. Before we think of chasing down Stitcher Jim, we must be certain that he truly is this 'Herald'.
I've sent a friend to scour the Devil's Thirst - the last place anyone ever saw Stitcher Jim alive.
So long as the region remains dormant, you should be able to join them in searching for the truth.
Once you have proof of Stitcher Jim's involvement, return to me. I'll find out everything I can about the Herald's role in what's to come.
I only hope we can find some way to stop them...

Set sail and join him at Molten Sands. I will send you all the aid I can...

I was eager to tie up any loose ends, so once the dust had settled, I returned to the ritual site.
I'm sorry to say that Flameheart's remains are missing - and so is Stitcher Jim.
It seems I'll never be able to make amends for all the damage I've done!

Belle

Enough of that, Arthur. The Champion of Souls cannot afford to wallow in despair - not when the seas are still in danger.

Pendragon

You're right, of course... Even so, we should assume the worst. When exactly is this 'Time of Resurrection' mentioned in the prophecy?

Belle

It is tied to an annual conjunction between the worlds - though I believe pirates here prefer to call it 'The Festival of the Damned'.

Pendragon

That 'festival' is almost upon us... What can we do?

Belle

I don't know. Not yet. But we're all in this together. I'll just have to find us an answer...

Pendragon

Until you do, my ship, my crew, and my blade are yours. This all began aboard the Blachwyche... It seems only fitting that it should end there.

Now that the living are crossing the divide into the realm of the dead, just as the Ancients once did, their actions are beginning to draw attention.

Excellent. The value of the treasures I seek cannot be underestimated. They may well be our last hope to save the Sea of Thieves.
Three relics of the past - the Eyes, the Dreams and the Voice of the Ancients.
Once they were kept safely in sanctuaries filled with hidden knowledge, until they were claimed by the Sirens as part of their Sunken Kingdom.
You must enter these Shrines and recover the treasures. The Sirens will jealously guard their prize, but you need not fight alone.
When you enter a Shrine, seek out the Ancient Priest. His followers will do all they can to help you recover the relics.

I have agreed to free the soul of their Great Warrior. A powerful champion, and one of the Ancients' oldest legends. If we succeed, they will fight at our side.

I don't know who would want Merrick dead, but I fear this is his final end.
If his spirit did not reach the Ferry, he will be lost to us. Consigned to oblivion...
The only way to understand this is to learn the identity of whoever's behind that mask.
I suspect this is their journal. It's badly damaged, but along with my lantern, it may lead us to the truth.
It won't be easy, but we have to try. I owe Merrick that much. We all do.

Besides, we played right into Flameheart's hands by defeating those wretched Soulflame Captains.
Their destruction opened a doorway to the Sea of the Damned, however briefly, and Flameheart took full advantage of our actions.
I know you must be as eager to settle the score as I am, and now I've finally found a way. It's time to make amends...

So, what happened to the people who lived here?

I'm sure you've heard about the Sea Forts by now. Drawn here from the Sea of the Damned when the link between the worlds was at its strongest.
They're no longer just memories of the past. They're all too real, and it won't be easy to break inside.
Unfortunately, if you want to rescue the occupants of this Outpost, that's exactly what you'll have to do.
I'll also need you to bring me any Enchantment Vessels you find there. Flameheart must not be allowed to endanger any more innocent souls!
But make no mistake - their kidnapping was no random act of cruelty. Flameheart has captured them for a reason.

The same thing that happened to Golden Sands Outpost, of course. And now other islands are being swallowed up...

Which is why it's lucky for you pirates that I'm here. If we work together, we can learn the truth.
